Ogemaw County Board of Commissioners approves Oscoda County inmate contract

WEST BRANCH — The Ogemaw County Board of Commissioners voted 4-0 on Thursday, Nov. 14 to approve the inmate housing agreement between Ogemaw and Oscoda Counties.

The agreement will be submitted to the Oscoda County Board of Commissioners for review and would be in effect from Jan. 1, 2020, through Dec. 31 2021.

Ogemaw County Commissioner Craig Scott said the previous agreement, effective through Dec. 31, increased the cost per day for each Oscoda County inmate being housed in Ogemaw County by $1 per year to its current rate of $27. The recently approved contract would increase the rate to $28 in 2020 and $29 in 2021.

The board of commissioners also approved a change to the contract’s transport policy, which stipulates Ogemaw County will provide transport for Oscoda County inmates at the request of Oscoda County, to increase the cost of transport from $15 per hour to $20 per hour per officer handling transport. Commissioner Ron Vaughn said during the meeting this is rarely an issue, as Oscoda County handles the majority of its own transports. Scott said Ogemaw County typically only handles transport of Oscoda County prisoners in the event of a medical emergency, which he said is uncommon.

The agreement stipulates that Ogemaw County will reserve a minimum of 18 beds for housing of Oscoda County inmates, including five beds reserved for female inmates.

The agreement also assures availability of medical care to Oscoda County inmates and outlines billing to Oscoda County, including housing costs, medical and prescription costs and transport costs as applicable, to be submitted the first day of each month.
